The relationship between God and righteousness
Righteousness is God’s nature
Ex 9:27 – Then Pharaoh sent and called Moses and Aaron and said to them, "This time I have sinned; the LORD is in the right, and I and my people are in the wrong.
Deut 32:4 – "The Rock, his work is perfect, for all his ways are justice. A God of faithfulness and without iniquity, just and upright is he.
2 Chr 12:6 – Then the princes of Israel and the king humbled themselves and said, "The LORD is righteous."
Ezra 9:15 – O LORD the God of Israel, you are just, for we are left a remnant that has escaped, as it is today. Behold, we are before you in our guilt, for none can stand before you because of this."
Neh 9:8 – You found his heart faithful before you, and made with him the covenant to give to his offspring the land of the Canaanite, the Hittite, the Amorite, the Perizzite, the Jebusite, and the Girgashite. And you have kept your promise, for you are righteous.

Righteousness is God’s command to men
Gen 18:19 – For I have chosen him, that he may command his children and his household after him to keep the way of the LORD by doing righteousness and justice, so that the LORD may bring to Abraham what he has promised him."
Ex 23:7 – Keep far from a false charge, and do not kill the innocent and righteous, for I will not acquit the wicked.
Lev 19:15 – "You shall do no injustice in court. You shall not be partial to the poor or defer to the great, but in righteousness shall you judge your neighbor.
Lev 19:36 – You shall have just balances, just weights, a just ephah, and a just hin: I am the LORD your God, who brought you out of the land of Egypt.

Righteousness is God’s delight and expectation
Deut 33:19 – They shall call peoples to their mountain; there they offer right sacrifices; for they draw from the abundance of the seas and the hidden treasures of the sand."
Ps 4:5 – Offer right sacrifices, and put your trust in the LORD.
Ps 11:7 – For the LORD is righteous; he loves righteous deeds; the upright shall behold his face.
Ps 14:5 – There they are in great terror, for God is with the generation of the righteous.
Ps 33:5 – He loves righteousness and justice; the earth is full of the steadfast love of the LORD.

Prov 21:3 – To do righteousness and justice is more acceptable to the LORD than sacrifice.
Isa 64:5 – You meet him who joyfully works righteousness, those who remember you in your ways. Behold, you were angry, and we sinned; in our sins we have been a long time, and shall we be saved?
Jer 9:24 – but let him who boasts boast in this, that he understands and knows me, that I am the LORD who practices steadfast love, justice, and righteousness in the earth. For in these things I delight, declares the LORD."
Amos 5:24 – But let justice roll down like waters, and righteousness like an ever-flowing stream.
Mal 3:3 – He will sit as a refiner and purifier of silver, and he will purify the sons of Levi and refine them like gold and silver, and they will bring offerings in righteousness to the LORD.
The authority of righteousness belongs to God
Gen 49:16 – "Dan shall judge his people as one of the tribes of Israel.
Job 36:3 – I will get my knowledge from afar and ascribe righteousness to my Maker.
Ps 4:1 – Answer me when I call, O God of my righteousness! You have given me relief when I was in distress. Be gracious to me and hear my prayer!
Ps 48:10 – As your name, O God, so your praise reaches to the ends of the earth. Your right hand is filled with righteousness.
Ps 72:1 – Give the king your justice, O God, and your righteousness to the royal son!
Isa 40:10 – Behold, the Lord GOD comes with might, and his arm rules for him; behold, his reward is with him, and his recompense before him.
Isa 45:24 – "Only in the LORD, it shall be said of me, are righteousness and strength; to him shall come and be ashamed all who were incensed against him.
Isa 62:11 – Behold, the LORD has proclaimed to the end of the earth: Say to the daughter of Zion, "Behold, your salvation comes; behold, his reward is with him, and his recompense before him."
Zech 3:7 – "Thus says the LORD of hosts: If you will walk in my ways and keep my charge, then you shall rule my house and have charge of my courts, and I will give you the right of access among those who are standing here.

Righteousness testifies to God’s glory
Ps 97:6 – The heavens proclaim his righteousness, and all the peoples see his glory.
Isa 46:13 – I bring near my righteousness; it is not far off, and my salvation will not delay; I will put salvation in Zion, for Israel my glory."
Isa 60:21 – Your people shall all be righteous; they shall possess the land forever, the branch of my planting, the work of my hands, that I might be glorified.
Isa 61:3 – to grant to those who mourn in Zion–to give them a beautiful headdress instead of ashes, the oil of gladness instead of mourning, the garment of praise instead of a faint spirit; that they may be called oaks of righteousness, the planting of the LORD, that he may be glorified.
Isa 62:2 – The nations shall see your righteousness, and all the kings your glory, and you shall be called by a new name that the mouth of the LORD will give.
Lk 23:47 – Now when the centurion saw what had taken place, he praised God, saying, "Certainly this man was innocent!"
Rom 8:30 – And those whom he predestined he also called, and those whom he called he also justified, and those whom he justified he also glorified.
Phil 1:11 – filled with the fruit of righteousness that comes through Jesus Christ, to the glory and praise of God.
1 Tim 3:16 – Great indeed, we confess, is the mystery of godliness: He was manifested in the flesh, vindicated by the Spirit, seen by angels, proclaimed among the nations, believed on in the world, taken up in glory.

Why God exercises righteousness

Men shed blood
Gen 4:10 – And the LORD said, "What have you done? The voice of your brother's blood is crying to me from the ground.
Gen 4:11 – And now you are cursed from the ground, which has opened its mouth to receive your brother's blood from your hand.
Gen 9:6 – "Whoever sheds the blood of man, by man shall his blood be shed, for God made man in his own image.
Num 35:33 – You shall not pollute the land in which you live, for blood pollutes the land, and no atonement can be made for the land for the blood that is shed in it, except by the blood of the one who shed it.
Deut 19:10 – lest innocent blood be shed in your land that the LORD your God is giving you for an inheritance, and so the guilt of bloodshed be upon you.
2 Sam 3:28 – Afterward, when David heard of it, he said, "I and my kingdom are forever guiltless before the LORD for the blood of Abner the son of Ner.

1 Kgs 2:32 – The LORD will bring back his bloody deeds on his own head, because, without the knowledge of my father David, he attacked and killed with the sword two men more righteous and better than himself, Abner the son of Ner, commander of the army of Israel, and Amasa the son of Jether, commander of the army of Judah.
1 Kgs 2:33 – So shall their blood come back on the head of Joab and on the head of his descendants forever. But for David and for his descendants and for his house and for his throne there shall be peace from the LORD forevermore."
1 Kgs 21:19 – And you shall say to him, 'Thus says the LORD, "Have you killed and also taken possession?"' And you shall say to him, 'Thus says the LORD: "In the place where dogs licked up the blood of Naboth shall dogs lick your own blood."'"

Isa 57:12 – I will declare your righteousness and your deeds, but they will not profit you.

Love presupposes righteousness
Job 37:23 – The Almighty–we cannot find him; he is great in power; justice and abundant righteousness he will not violate.
Ps 33:5 – He loves righteousness and justice; the earth is full of the steadfast love of the LORD.
Ps 36:10 – Oh, continue your steadfast love to those who know you, and your righteousness to the upright of heart!
Ps 40:10 – I have not hidden your deliverance within my heart; I have spoken of your faithfulness and your salvation; I have not concealed your steadfast love and your faithfulness from the great congregation.
Ps 62:12 – and that to you, O Lord, belongs steadfast love. For you will render to a man according to his work.
Ps 71:15 – My mouth will tell of your righteous acts, of your deeds of salvation all the day, for their number is past my knowledge.
Ps 85:10 – Steadfast love and faithfulness meet; righteousness and peace kiss each other.

Righteousness includes the hope of salvation
Deut 32:43 – "Rejoice with him, O heavens; bow down to him, all gods, for he avenges the blood of his children and takes vengeance on his adversaries. He repays those who hate him and cleanses his people's land."
Ps 75:10 – All the horns of the wicked I will cut off, but the horns of the righteous shall be lifted up.
Isa 1:27 – Zion shall be redeemed by justice, and those in her who repent, by righteousness.
Isa 9:7 – Of the increase of his government and of peace there will be no end, on the throne of David and over his kingdom, to establish it and to uphold it with justice and with righteousness from this time forth and forevermore. The zeal of the LORD of hosts will do this.
Isa 26:2 – Open the gates, that the righteous nation that keeps faith may enter in.

Righteousness includes opportunities for mercy
Num 35:12 – The cities shall be for you a refuge from the avenger, that the manslayer may not die until he stands before the congregation for judgment.
Num 35:25 – And the congregation shall rescue the manslayer from the hand of the avenger of blood, and the congregation shall restore him to his city of refuge to which he had fled, and he shall live in it until the death of the high priest who was anointed with the holy oil.
Deut 19:6 – lest the avenger of blood in hot anger pursue the manslayer and overtake him, because the way is long, and strike him fatally, though the man did not deserve to die, since he had not hated his neighbor in the past.
Josh 20:3 – that the manslayer who strikes any person without intent or unknowingly may flee there. They shall be for you a refuge from the avenger of blood.
Josh 20:5 – And if the avenger of blood pursues him, they shall not give up the manslayer into his hand, because he struck his neighbor unknowingly, and did not hate him in the past.

Deut 9:21 – Then I took the sinful thing, the calf that you had made, and burned it with fire and crushed it, grinding it very small, until it was as fine as dust. And I threw the dust of it into the brook that ran down from the mountain.

Rev 9:17 – And this is how I saw the horses in my vision and those who rode them: they wore breastplates the color of fire and of sapphire and of sulfur, and the heads of the horses were like lions' heads, and fire and smoke and sulfur came out of their mouths.
Rev 9:18 – By these three plagues a third of mankind was killed, by the fire and smoke and sulfur coming out of their mouths.

Rev 19:20 – And the beast was captured, and with it the false prophet who in its presence had done the signs by which he deceived those who had received the mark of the beast and those who worshiped its image. These two were thrown alive into the lake of fire that burns with sulfur.
Rev 20:9 – And they marched up over the broad plain of the earth and surrounded the camp of the saints and the beloved city, but fire came down from heaven and consumed them,
Rev 20:10 – and the devil who had deceived them was thrown into the lake of fire and sulfur where the beast and the false prophet were, and they will be tormented day and night forever and ever.
Rev 20:14 – Then Death and Hades were thrown into the lake of fire. This is the second death, the lake of fire.
Rev 20:15 – And if anyone's name was not found written in the book of life, he was thrown into the lake of fire.
Rev 21:8 – But as for the cowardly, the faithless, the detestable, as for murderers, the sexually immoral, sorcerers, idolaters, and all liars, their portion will be in the lake that burns with fire and sulfur, which is the second death."

Jer 27:8 – "'"But if any nation or kingdom will not serve this Nebuchadnezzar king of Babylon, and put its neck under the yoke of the king of Babylon, I will punish that nation with the sword, with famine, and with pestilence, declares the LORD, until I have consumed it by his hand.
Jer 29:32 – therefore thus says the LORD: Behold, I will punish Shemaiah of Nehelam and his descendants. He shall not have anyone living among this people, and he shall not see the good that I will do to my people, declares the LORD, for he has spoken rebellion against the LORD.'"

Jer 50:18 – Therefore, thus says the LORD of hosts, the God of Israel: Behold, I am bringing punishment on the king of Babylon and his land, as I punished the king of Assyria.
Jer 51:44 – And I will punish Bel in Babylon, and take out of his mouth what he has swallowed. The nations shall no longer flow to him; the wall of Babylon has fallen.

Ezek 17:20 – I will spread my net over him, and he shall be taken in my snare, and I will bring him to Babylon and enter into judgment with him there for the treachery he has committed against me.

Num 19:20 – "If the man who is unclean does not cleanse himself, that person shall be cut off from the midst of the assembly, since he has defiled the sanctuary of the LORD. Because the water for impurity has not been thrown on him, he is unclean.

Counts
Rom 2:26 – So, if a man who is uncircumcised keeps the precepts of the law, will not his uncircumcision be regarded as circumcision?
Rom 4:3 – For what does the Scripture say? "Abraham believed God, and it was counted to him as righteousness."
Rom 4:4 – Now to the one who works, his wages are not counted as a gift but as his due.
Rom 4:5 – And to the one who does not work but trusts him who justifies the ungodly, his faith is counted as righteousness,
Rom 4:6 – just as David also speaks of the blessing of the one to whom God counts righteousness apart from works:
